Clear plastic. 5/8"-18 thread. Reproduction replacement of OEM timing view plug 96295-65B/D. It is a tool used to dynamically time the ignition with a stroboscope. Prevents oil from escaping through the timing hole. When screwed in until it lightly touches the flywheel, it provides a clear view of the flywheel timing marks. Used as a temporary 'timing only' substitute for OEM timing plugs 704 (hex head) or 720 (Allen head).
